Unfortunately, some attendants turned out to be not entirely honest people and could not resist the temptation of easy money. They heated the water on the Sabbath, violating both the prohibition of starting a fire and the prohibition of cooking, and the visitors were told that the water had been heated before the Sabbath. When the sages found out about this, they generally forbade bathing on Saturday with hot water, regardless of when it was heated, so that people would not heat water on Saturday in a forbidden way.
